So, while re-watching the battle and while knowing how important Buggy is to the One Piece world from the latest episodes, I spotted some facts that piqued my interest.
So, let us take as a fact for the moment that Buggy is indeed a monster like Shanks. However, he is hiding his true strength and your main character Luffy has to compete with that monster. What will happen then? Therefore, the only option is for Buggy to underestimate Luffy and just fool around the whole time.
And that is exactly what happened. Eventually, his obsession over getting his stolen treasure back from Nami, led to his defeat. So I asked myself… Why??? The answer in fact exists in the story. And his passion over treasure hunting was the reason he got caught in the first place. To wrap this up, the fact that he eventually accepted the title of the Shichibukai proves my point of view as even more accurate : One of the privilleges this title provides to a pirate is that a Shichibukai can roam free in the world, doing whatever the hell they like and having the Marines on their side, as well.
